What are your thoughts? Should Tourists pay more than Locals??

A couple days ago, a massive debate was spewed all over twitter when I made a couple comments about Borobudur Temple in Indonesia’s policy of charging tourists a massive rate higher than locals.  I’m at a bit of a loss for answers, and I don’t stand to one side particularly too strongly.
