How much "digital manipulation" should we accept in photojournalism?

Following a year of heated debate, arguments and discussion, the World Press Photo Foundation unveiled new rules and guidelines required for all submissions for the World Press Photo Contest. These rules intend to restore "trust" and "believability" to pictures we see in the daily and weekly news media that purport to convey the "truth".
